For major renovation projects using CFC refrigerants where an economic analysis determines it unfeasible to phase out CFC-based refrigerants by the means of retrofitting or replacing the existing system, project teams are required to reduce the annual leakage to less than 5 percent, using EPA Clean Air Act, Title VI, Rule 608 procedures.
EA Credit 4: Enhanced Refrigerant Management. This credit takes the requirements beyond the prerequisite to restrict the use of any refrigerants, as well as the use of halons and HCFCs for fire suppression systems. Halons, due to high ODP, have not been in production since they were banned in 1994 and are currently being phased out, as required by the Montreal Protocol. If refrigerants are used, project teams will need to document that they have minimal ODP and GWP by using the calculations provided within the reference guide. Equipment that uses less than a half–pound of refrigerants is exempt from compliance, as well as refrigerators and small water coolers.
